From emerging to established: how Specialist Disability Accommodation has come of age

Jennifer has lived with Multiple Sclerosis for almost 40 years. 

"I didn’t even know it existed, but once I discovered Specialist Disability Accommodation, I knew it was where I needed to go."

When her balance began to decline, she knew it was time to make some changes. 

“I realised I was living in an area that wasn’t suitable for me. Too many hills, too many steps, no handrails. It was completely unsuitable,” Jennifer recalls. 

It was around this time Jennifer decided to search for a better living arrangement. Her research led her to Specialist Disability Accommodation (SDA) – a discovery that would be life changing.  

“I didn’t even know it existed, but once I discovered SDA, I knew it was where I needed to go,” says Jennifer. 

Nearly a decade after SDA was introduced as part of the National Disability Insurance Scheme, the sector has entered a new phase. What began as an emerging policy response to a long‑standing housing gap has evolved into an increasingly established, private‑sector‑led market — shaped by specialist operators, institutional capital and financing structures designed for long‑term delivery and support.  

That shift matters. SDA homes are permanent homes, purpose‑built for people with disability to live independently, safely and with choice and control over a lifetime. Delivering that outcome consistently and efficiently requires operators with scale, strong governance and models designed to endure well beyond initial construction. 

In the sector’s early years, the focus was on proving viability. Today, as private capital and operating capability have deepened, attention has shifted to consolidation, quality and scale. 

Enliven Housing reflects that evolution. 

Established in 2018, Enliven Housing has grown into a national Specialist Disability Accommodation provider, delivering apartments, houses and villas. Its portfolio spans all SDA design categories — High Physical Support, Fully Accessible, Improved Liveability and Robust — enabling housing to be tailored to a wide range of individual needs. 

At the centre of Enliven’s approach is a clear emphasis on tenant agency. Its “SDA Your Way” philosophy reflects the view that housing outcomes are strongest when people with disability are placed at the centre of decisions about where and how they live. 

“For people who live in SDA, this is not transitional accommodation — it’s their long-term home. Our responsibility is to deliver homes that support independence and dignity, and to build an organisation that is strong enough to support people well into the future,” explains Danny Grynberg, CEO Enliven Housing. 

Enliven is owned by a fund, managed by Macquarie Asset Management, and has a clear strategy to increase the supply of high-quality SDA across Australia. The continued scaling of Enliven’s platform has been supported by ANZ’s long‑standing relationship as Enliven’s senior lender. Most recently, ANZ supported Enliven as sole Sustainability Coordinator in a syndicated $480m Social Loan — the Group’s inaugural labelled social facility — to support the ownership, development and acquisition of Specialist Disability Accommodation nationwide. 

This transaction sits within ANZ’s broader commitment to housing, including our target to fund and facilitate $10 billion in social, affordable and accessible housing outcomes. Specialist Disability Accommodation forms part of that ambition, reflecting the importance of housing models that deliver long‑term stability and meet the needs of people across the housing continuum. 

Enliven’s model extends beyond the physical asset. Through Enliven Community, a not‑for‑profit organisation, tenants who choose to share supports are supported to collectively shape how those supports are delivered in their homes. The Choice Collective approach reinforces voice, safety and shared decision‑making, reflecting a broader shift toward genuine choice and control in shared living environments. Enliven’s tenant-centric model combined with its asset strategy highlights how high-quality homes can be delivered for the benefit of its SDA residents, while also enabling the delivery of care in a safe and efficient manner. 

“Scale matters in this sector. It allows for stronger governance, consistent design standards and the ability to support people properly over decades — not just at the point participants move in", highlights Grynberg. 

Together, this combination of specialist operators, long‑term capital and a clearer housing strategy has helped shift SDA firmly out of its early‑stage phase. The question today is no longer whether the model works, but how to sustain quality as the market continues to respond to demand.

As the sector enters its second decade, the opportunity is to build on what has been established — ensuring growth remains anchored in quality, permanence and the needs of the people these homes are designed to support: just like Jennifer. 

“I feel like I’ve died and gone to heaven,” she laughs. “It’s so marvellous and just what I need.”
